[DRE-maint] Bug#996212: Fix require dalli 3.x

After having a look at the issue, the 2.x series is not compatible with Rails
6.1. We need to upload dalli 3.x instead.

I checked and the 3.x series builds fine (except for one test which requires
network access and must be disabled).
