Dear Maintainer,

I can no longer bring up VMs, they fail with `pkeys are immutable on
OpenSSL 3.0`.

This appears to be because a newer build is required with new net-ssh
dependencies: https://github.com/hashicorp/vagrant/issues/12985

Can you please update? Thanks!
