I just did a quick test of sniffglue, ron and ureq, sniffglue and ron were
all able to run "cargo test --all --all-targets --all-features" succesfully
with the base64 dependency bumped to 0.21. ureq required a slighkt different
testing methodology to avoid some unrelated issues but also seemed ok.

So it seems that sequoia is now likely the only blocker.

P.S. ureq is maintained by Jonas outside debcargo-conf.
