Since this release apparently includes only a small number of important
fixes, I'm ok with it if someone wants to upload 3.0.31 to unstable
overriding the latest 3.0.30 upload.  My personal TODOs for 3.2.0 in
unstable are not going to be done until after next week, I believe, so a
delay in when the latest 3.0 package reaches testing doesn't bother me any.
