I would prove it this way:

Is samba-tool a client or server tool?  The reality is that it is both,
and needs the full dsdb stack (server) as well as client libs.  A
'client binaries' package missing samba-tool would feel quite limited.  

The same applies to smbpasswd and net, which links to passdb but is also
a client tool.  

Yes, we do have some pure clients, like smbclient, but explaining to
users why we have a partial 'clients' package seems harder than
explaining that we just have one library package.
