As I understand it we wouldn't loose those two weeks even if you'd try to
upload NEW packages, since they are immediately rejected by DAK after the
upload (there would be no human processing involved). So your packages
wouldn't end up in the NEW queue at all. But I may be wrong, I don't know the
internal implementation of the whole DM stuff.
