Keeping /etc/skel clean is indeed the local sysadmin job. If, after a
bash upgrade, *.dpkg-{old|dist} files remain in /etc/skel and later
get copied to the newly created users home directories, I think it is
the local admin responsibility.

I will not request shadow upstream to change useradd to make it omit
Debian-specific files while the utility is used on many other Unix
flavours.

The use of adduser instead of useradd is anyway recommended for adding
users on Debian systems.

Hence, tagging this bug as "wontfix". I keep it opened to avoid other
similar bug reports...but we will probably close it in a few months.
