I would say "is likely to be empty if shadow...."

About the man pages and man pages translation handling=A0: the french
team (which I'm part of as well as Nicolas) now uses PO files are
original files for manual pages translations. This way this works may
be seen in man/fr in the Debian package source tree (you have to
"apt-get source shadow" for that.....the CVS we have on Alioth
contains this as a patch in debian/patches).

I'd like to promote this to upstream (Thomas) for all man pages
translation handling.=20

This makes use of the po4a utility which helps in creating man pages
from PO files back and forth. The advantage for translators is working
on the well-known PO files, with correct handling of upstream changes
and a far easier maintenance.

po4a is hosted on http://po4a.alioth.debian.org

This is not Debian-specific so I think it could be quite easily
included in upstream sources. The target is having manual pages
translations handled only as PO files and the real man pages generated
in the build process (which means calling po4a in Makefiles).
