shadow is compiled with PAM support and this configuration variable is
only relevant when compiled without PAM, so you're right:

>    Move this to the obsoleted section

This is what we should do in the default supplied login.defs
file. Actually this variable is commented in our default file so
that's not a huge issue, though.
