[Pkg-shadow-devel] Bug#569622: passwd needs to have login as dependency, groupadd fails otherwise

Today while trying to install a package that used groupadd in it's post-install script, dpkg would fail for an unknown reason.
I ended up running strace on groupadd and discoverd a missing file, which was part of the login package.
passwd needs to have login as a dependency to fully function.
