Plans for Shibboleth SP 2.1 debian packages

If the choice is 2.0 vs 1.3, it's a no brainer, just use 2.0. If it's 2.0 vs some kind of simple install of 2.1 with nothing preinstalled, then it's a toss up.

The upgrade from 2.0 to 2.1 is no problem, whereas the 1.3 upgrade is manual work.

My understanding from Scott is that while 2.0 isn't something he's still
supporting, people using it is not a disaster, and while people should run
2.1 instead, 2.0 isn't completely broken or anything.

Certainly if he feels like no one should run 2.0, I'm happy to ask for it
to be pulled from testing.
