Copyright issue with shibboleth-resolver, getting an original tarball

Hi, scott.

I'm starting to look at the Shibboleth resolver  packaging for Debian.

First, the source files refer to a notice file:

 * See the NOTICE file distributed with this work for information

    * compliance with the License. You may obtain a copy of the License

However I cannot find that notice file.  I'm fairly certain that Debian
will be unable to accept the package without me being able to point to
it.  Is it somewhere in the source tree?  If not, can it be added or can
you give me a URI?

Also, it would be helpful to have an upstream tarball to point to.
Debian packages typically are a series of patches on top of some
upstream source we receive from somewhere else.
It would be helpful if you could run make dist and put that tarball
somewhere that I can grab.
Alternatively, if you never plan to release a tarball of this version of
the resolver I can just deal with it myself.
