[Pkg-sql-ledger-discussion] Getting LedgerSMB Debian Policy Compliant

Things got a bit side-tracked on my end due to the holidays and such,
but there were a couple commits I made to svn so that the package does
build properly with 1.2.10 (I do see .11 has been released...)

We just need to make it Debian policy compliant now, and I can't do
this on my own. I'll be running linda and lintian against it and
trudging through, but I would also appreciate it if a couple other
people jumped in as they have time to find (and maybe fix?) things I'm
missing so we can move forward with getting this completed and
released.
