Seems, as if you have a dangling symlink /etc/rc2.d/S41apcupsd.
It's very likely that you deleted /etc/init.d/apcupsd by accident.

Please check your installation of apcupsd:
ls -la /etc/init.d/apcupsd
ls -la /etc/rc?.d/???apcupsd
