I'm beginning to think not.

Would there be any security implications of allowing apps to use
polkit without the config file in place? I guess not, as this is
only controllable by root.

However, I'm not sure how useful policykit can be in that case.

In the case that triggered me to look at this it doesn't really
matter. ConsoleKit is just being used to track sessions, they don't
want to use the any functionality that would require a lookup
over policykit. Therefore I'm starting to think that the situation
is fine for their case, and they will just have to live with the
warning.
