[Pkg-utopia-maintainers] Bug#517211: AVAHI_DAEMON_DETECT_LOCAL option in /etc/default/avahi-daemon is ignored

Setting AVAHI_DAEMON_DETECT_LOCAL=0 in /etc/default/avahi-daemon has no effect,
avahi still does not start if it thinks it detects unicast .local.  I modified
/etc/init.d/avahi-daemon line 47 like so:

    if [ -e ${DISABLE_TAG} -a "${AVAHI_DAEMON_DETECT_LOCAL}" != "0" ]; then

and that option now works to explicitly allow avahi to start even if the file in
/var/run exists.
