Can you run (as root)
# /usr/lib/upower/upowerd -v

If so, what is the output

Doesn't look like a upower problem though, but a broken D-Bus installation.
Is the dbus system daemon running?
What's the output of
# ps aux | grep dbus-daemon | grep system

Please also post the output of the following three commands:
# getent group messagebus
# getent passwd messagebus
# ls -al /usr/lib/dbus-1.0/dbus-daemon-launch-helper

Have you checked your system with debsums?
