[Pkg-utopia-maintainers] Bug#796165: Upgrade from << 1.9.18~ to 1.9.20-1 fails if /run/dbus doesn't exist (e.g. in a chroot)

Hiya,

Someone just reported the above to me. Install in a chroot with
policy-rc.d set to deny the start of dbus (exit 101, most chroots will
probably have this already so it breaks upgrading of dbus in some class
of installations).  Install dbus from unstable, then upgrade to
experimental's verison. It fails with the attached log, of which the key
excerpt is

  touch: cannot touch '/run/dbus/dont-reload': No such file or directory

I don't know if the solution is to mkdir, [ -S /run/dbus/system-bus-socket ],
or something else, so I'm not contributing a patch.
