Can you attach the output of
systemctl status NetworkManager.service
systemctl --version
systemd-delta
findmnt (and contents of fstab)

I somehow guess that some directories are not accessible to NetworkManager.
Could you run systemctl edit --full NetworkManager.service.
This will create a copy in /etc/systemd/system/NetworkManager.service.
Then remove/comment out the lines

CapabilityBoundingSet=

ProtectSystem=

ProtectHome=

One-by-one. Run systemctl daemon-reload after each modification and try
to start the service.
