I can't seem to reproduce the problem. I'm not exactly sure where the
date comes from, but it certainly doesn't seem to be the based on the
build date. After the autoreconf I still have

2015-10-14  gettextize  <bug-gnu-gettext at gnu.org>

	* configure.ac (AC_CONFIG_FILES): Add po/Makefile.in.

2015-10-10  gettextize  <bug-gnu-gettext at gnu.org>

	* Makefile.am (EXTRA_DIST): Add config.rpath.
	* configure.ac (AC_CONFIG_FILES): Add po/Makefile.in.


Can you give more details, what exact problems you encountered?


That said, the ChangeLog is not particularly useful anyway, so maybe we
just skip installing it.
