policy for plugin included in vim debian package

Hi all,
  which is the policy for inclusion of vim plugins in the debian
package?

ATM we only ship those included in the upstream distribution
(/usr/share/vim/vim63/{plugin,macros}/). What about adding more of them
in the debian package?

Personally, I for example use a lot vimspell.vim (which is now pure
vimscript, no longer the security prone vimspell.sh), minibufexpl.vim
and gnupg.vim. I think a lot of users have these plugins in their home
directories since they are the most downloaded on the vim website.
Unfortunately this way of using plugins does not benefit of debian
automatic upgrades.

IMO it would be a good idea to:
- browse the list of most downloaded vim plugins of the vim website
- include the most used in the vim package (but not in plugin/ so that
  they are not loaded per default)
- add commented lines to /etc/vim/vimrc which, when uncommented, enable
  the additional plugins (perhaps one by one)

This, of course, assuming that plugin license is compatible which vim
one ...

What do you think?

If we reach an agreement on that I of course volunteer to perform the
needed changes in svn.
