I trie on both 6.3-051+1 and 6.3-0.61+1 and I'm unable to reproduce the
bug:
- I start vim, and write "foo" (without double quotes) on a single line
- I position the cursor on the first "o"
- I hit: r ctrl+k a :
- I obtain f=E4o (as did in the vim using for writing this mail :)

I tried also hitting 'a' before ':' and it worked as well. Also changing
=66rom vim to gvim does not make the problem reproducible.

Could you please, fellow pkg-vimmers, try and see if the bug is
reproducible. (Please just mail on list, I will summarize the results on
the BTS).

Cheers.
