I have an option line:

in my /etc/vim/vimrc

When launching vim other options from the vimrc are correctly
loaded but "ruler" is not. I have to set it everytime :o)

this is not a bug, since it is clearly specified in the doc
[quoting :help paste]

Put Vim in Paste mode. This is useful if you want to cut or copy
some text from one window and paste it in Vim. This will avoid
    unexpected effects.

    [...]

When the 'paste' option is switched on (also when it was already on):
    [...]
	- 'ruler' is reset

hence this is not a bug, and I'll close it.
