It was handled exactly so in the past, everything was in vim-common
and the other packages just added a link in /usr/share/doc.

Maybe we should put stuff into vim-runtime, because vim-tiny coulnd't
symlink to vim-common... vim-runtime is needed for _every_ other vim
package.
