[vim-tiny] first draft

Having received some positive feedback from James and Pierre I drafted a
first version of the vim packages which implements the vim-tiny
proposal.

They are available at the usual place:

Have a look.

As a first glance the features compiled in vim-tiny could be enlarged
since ATM the installed size of vim-tiny is just 480 Kb (+ additional
360 Kb of vim common), with the very same dynamic dependencies of the
nvi executable.

I will perform some additional test compiling vim with more features to
see the sizes of the executables. Then, we can ask Joey (Hess) about his
opinion and perhaps launch a poll on d-d like "what do you want to have
in your vim-in-base package?".
