No answer from Wichert. I think we should take over maintainance of
debchangelog.vim as pkg-vim-maintainers. If noone object I will set up a
dir on svn for collaboratively maintained vim's runtime file and send an
updated version to Bram, asking for the "hijacking".

Of course, Wichert, if you are still interested in maintaining it,
please let us know.
