Bug#365040: vim should update the vi alternative to use vim rather than nvi

Following the principle of "more features, higher priority" I would say
that vim-tiny as well should have a priority higher than nvi. What do
you think?

Still, if we find an agreement among us we should ask the nvi maintainer
if we agree with this choice or not ...
