Please comment the license of vim manual and reference

Some "procedural" comments. Please file a bug about that against
vim-runtime and Cc the bug report in this discussion, this will let the
debian vim maintainers follow the discussion; alternatively please at
least Cc the maintainers' mailing list (Cc-ed with this message).

Are you sure this is the reason why they use that license?

Looking at ":help manual-copyright" does not give any hint that this is
the case, it just states that parts of the book are in the manual and
that the book is under OPL as well.
