This sounds just like the behavior that would be expected in
vi-compatible mode.  Are you invoking Vim as vi or vim?  If the former,
I suggest typing vim instead.

The news entry doesn't describe all of the configuration changes that
would be seen by being in compatible mode.  You can see what they are by
looking at ":help 'compatible'" in Vim.

NB, the next upload will restrict this behavior to vim-tiny.  The other
vim variants will not be in vi-compatible mode when invoked as vi.
