/usr/bin/vim.tiny ?

Actually, looking at the FHS (Chapter 3), I'm not sure a vim binary
could be in /bin.  It would require that vim can be run without /usr
being mounted which it doesn't currently do.  At the very least, we
would have to change where vim looks for the system-wide vimrc.
