'runtimepath' fiddling

In order to change that, we'll need to update vim-policy.txt and talk to
the maintainers (listed below) that have files under
usr/share/vim/addons.  I've made the changes for moving our default
settings to debian.vim but haven't changed the 'runtimepath' setting,
yet.
