upload of vim7 to experimental?

Sure I'll get that done either today or tomorrow.

One thing I've been working on is updating the build system to add the
i10n spell files to vim-runtime.  Unfortunately, it doesn't look like
that's going to work very well.  The bg_BG diff is already out of date
and Bram doesn't normally update runtime files so I'm not sure what the
best approach here is.  Any ideas?
