If you take a look at vim/runtime/spell in the source tarball, the only
actual spell files shipped are for English.  The rest of the locales
have a diff against the upstream dictionary and an A-A-P recipe to build
the spell file(s) for that locale.

As for the out of date patch I mentioned yesterday, it was pointed out
to me that this is just an EOL problem (upstream uses DOS EOL, patch has
Unix EOL). This should be simple to fix and will hopefully be the only
stumbling block in having spell files for the different locales in the
vim-runtime package (or maybe a separate vim-spell package).
