"vim" vs "vi"

That's it. Invoking 'vim' as 'vi' know source /etc/vim/virc instead of
/etc/vim/vimrc. The former only contains 'set compatible', nothing else.
That was discussed on debian-devel, about the inclusion of vim-tiny in
the base system.

Comments are, of course, welcome.

Besides, could someone please look at my, probably poor, english in
debian/changelog and debian/NEWS (where I also added an entry about
deprecated .local files under /etc/vim/)?
