#debian-vim on oftc

Since irc.debian.org is moving to oftc I think we should move our irc
channel there as well.

Therefore I just registered #debian-vim on irc.oftc.net. The actual move
of irc.debian.org is the 4th of June, but I see no reason for waiting
moving.

Open issues:
- I have the password of the channel, where should I put it so that it
  is shared by the DD members of pkg-vim? Is the alioth filesystem fine
  for everybody?
- Chanserv. Right now I'm the only person on #debian-vim on
  irc.oftc.net. Even if we can rejoin the channel whenever we want, it's
  better to have always one there. Since I'm not always on IRC (no
  persistent connection to irc servers) either someone which is join it,
  or we invite chanserv there, unfortunately I'm unable to recall how to
  do the latter ...
