Attached UTF-8 encoded file contains the following characters:
U+0022 U+0010380 U+0022
instead of showing the cuneiform for U+00010380 (UGARITIC
LETTER ALPA), vim shows a question mark. vim has no problem
displaying for example japanese or extended latin characters.
cat shows the file correctly.
