Isn't multi-byte support a requirement for properly editing UTF-8 files?
If this is the case (as I believe), I think it is proper to have
vim-tiny compiled this way due to the long standing requirement of full
UTF-8 support in Debian. As vim-tiny is going to be in base I definitely
do not want people to use a vim non UTF-8 compliant.
