$VIMRUNTIME/filetype.vim is setting filetype to hog for
/etc/udev/*.rules files.

filetype.vim only sets filetype to udevrules if it manages to find a
valid udev_rules lines in /etc/udev/udev.conf. However, the default
shipped udev.conf doesn't contain a line with udev_rules because its
default value (/etc/udev/rules.d/) is sufficient.
