Bug#428173: vim: Please support DEB_BUILD_OPTS=noopt, nostrip to actually create non-stripped binaries.

Currently the vim build system doesn't seem to fully support
DEB_BUILD_OPTS=nostrip - my binaries are stripped anyway.

Having this would make it easier to produce working binaries
