Bug#429033: /usr/share/vim/vim71/ftplugin/changelog.vim fails because of undefined variable

Hello,

thank you for maintaining vim ♥♥♥ !

There is a problem in the changelog plugin: when I press \o to create a
new entry, it will fail with these error messages:
