vim7.1 snapshot packages

I was looking to start building vim7.1 snapshot packages for
experimental this weekend.  Since 7.1 is in the works, we should make
sure we've done our best effort to get all of our local patches pushed
to their respective upstreams.  Also, I was thinking of using
1:7.1~7.1b-1 for our version number as opposed to the style we used last
time -- 1:7.0+7.1b-1.  Any thoughts on this?  (I've verified that my
suggested format would compare lower than the eventual 1:7.1-000+1.)
