This was a choice made by upstream[0] because the current Gtk file
chooser doesn't work well with the way Vim uses it. Using the "Recent
Files" part of the file chooser would cause Gtk to write out the
"recently used file list" on nearly every action peformed in Vim.

Getting this restored in Vim would require either a patch to Vim
adjusting the way that Vim uses Gtk to prevent this behavior or getting
the Gtk file chooser fixed.
