If you want a new runtime file included in Vim, you should convince its
author to forward the file (and further updates) to Vim's upstream
maintainer.  We don't include new runtime files in Debian's Vim package.

Alternatively, you could ask for it to be included in the vim-scripts
package but I would prefer the former since that improves the situation
for a larger audience.

For this specific case, there have recently been changes to Vim's
cindent functionality specifically to improve the indenting of
javascript.  They are in the 7.3 code, which will probably be released
in the next couple months.  I'll likely be uploading a snapshot of this
code to experimental in the next week or so.
