You don't need to file an ITP, as there is already a RFP filed
(#517912).  You should just retitle that to ITP and set yourself as the
owner.  You can use the bts command from the devscripts package to do
that or send an email to control at bugs.debian.org as described in the
server-control[0] document.

Yes, although I wonder if pyclewn is a better solution now.  Clewn
hasn't seen any activity in a couple years and seems to be more limited
in what it can do.
