BTW. I found out, that if I create an empty file ~/.vimrc, vim8 will 
actually process the content of /etc/vim/vimrc.local correctly.

So, it seems like a bug in the config file processing - if ~/.vimrc is not 
present, vim will not honor some settings in /etc/vim/vimrc.local
