Bug#837761: vim: doesn't honor local admin settings in /etc/vim/vimrc.local

this implies that I do not want any of the default settings - but my
intention is just to override some of them, is this not possible?

Seems the issue is the order of inclusion not a multiple inclusions.

Hmmm ok so the only possibility to have "some" of the default settings
is to copy /usr/share/vim/vim80/defaults.vim to /etc/vim/vimrc.local and
add a "let skip_defaults_vim = 1" line to it? Seems like it would be
easier to divert /usr/share/vim/vim80/defaults.vim to
/etc/vim/vimrc.local in order to detect changes to the default config...
