The rationale is that enabling clipboard support requires pulling in the
X11 stack.  That's a significant change in the number of dependencies
(and therefore space taken up during install).  Once the X11 stack has
been installed, one may as well just install one of the gvim variants.

That's exactly why the clipboard is only in the packages that provide
gvim.  If you want to minimize the number of dependencies, then
vim-athena is the best choice since it uses a very thin UI toolkit.
