Linphone/Mediastreamer Pulseaudio Patch Acceptance

We are coming across an issue of utilizing pulseaudio and the linphone
application. Searching around we discovered bug ticket:
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=729287 which not only
describes our same bug to the tee, but also provides the patch to resolve
the issue (
https://lists.nongnu.org/archive/html/linphone-developers/2014-10/msg00044.html).
I am curious on what could be done to include this as a patch going forward
as to reduce individuals having to manually patching this and thus taking
on the maintenance of building a one off debian package.

I will also throw out that I am more than happy to apply the patch via the
quilt process and submit if that would help get this through as well if you
could provide insight on process to submit to the debian project a change
like this.
