In theory dom0 should baloon down to give memory to domUs as they
need it.  However, even with nothing but xend and ntpd running, dom0
usually fails to go down to 64MB.  Specifying that number on the
kernel line will prevent dom0 from ever grabbing more (or less) memory
than that, so there is no balooning that could fail.

(Disclaimer: I'm still on 3.0.1-0tha6 from debianbase.de, I'm
reluctant to upgrade production servers without a good reason).
