No, it's not... but you can get them from sid or from backports.org!

As other people have said you need to specify the initrd as an additional
module! And to create it with yaird or mkinitrd (usually kernel packages don't
come with an initrd but build one at install time... this is not the case for
xen, because of kernel-package)!

The config file should be in /boot just under a slightly different name!
